The best way to do this is to charge commission for every business you send their way, or alternatively, charge nothing but ask them (via a contract) to let you be their only agent.

Suppliers sometimes give out discounts to frequent customers and for bulk orders. Make sure to know who owns the wine stores and party favors shop in your city, and stay in contact with them.
